The capacity to simulate sensory perceptions usually coincides with a reasonably advanced civilization capable of space travel.  These sensory simulations generally copy existing physics and use mimicry to fool the simulated entities at a basic level.  These simulations are generally local and relative, resembling the Matrix, albeit it is uncertain whether the entities inside the simulation have outside bodies or not.  Furthermore, the other people in the simulation, may or may not be real.  The sensory simulators have essentially total control of the simulation, but there could be those outside of the simulation who might be able to challenge them.
